PRAYERS

Tribute was paid to the Honourable Senator Ruck, who will retire from the Senate on September 4, 2000. Tribute was paid to the Honourable Senator Perry (Poirier), who will retire from the Senate on August 23, 2000.

Presentation of Reports from Standing or Special Committees

The Honourable Senator Fraser, Chair of the Special Committee of the Senate on Bill C-20, presented its First Report (Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference) without amendment.

The Honourable Senator Boudreau, P.C., moved, seconded by the Honourable Senator Hays, that the Bill be placed on the Orders of the Day for a third reading at the next sitting.

The question being put on the motion, it was adopted on division.

Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-42, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2001, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Hays moved, seconded by the Honourable Senator Kroft, that the Bill be placed on the Orders of the Day for a second reading two days hence.

The question being put on the motion, it was adopted. A Message was brought from the House of Commons with a Bill C-18, An Act to amend the Criminal Code (impaired driving causing death and other matters), to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Hays moved, seconded by the Honourable Senator LeBreton, that the Bill be placed on the Orders of the Day for a second reading two days hence.

The question being put on the motion, it was adopted.

With leave of the Senate, The Honourable Senator Kirby moved, seconded by the Honourable Senator Cook:

That the Standing Senate Committee on Social Affairs, Science and Technology have power to sit on Tuesday, June 20, 2000, at 5:00 p.m., even though the Senate may then be sitting, and that Rule 95(4) be suspended in relation thereto.

The question being put on the motion, it was adopted.

With leave of the Senate, The Honourable Senator Taylor for the Honourable Senator Spivak moved, seconded by the Honourable Senator Chalifoux:

That the Standing Senate Committee on Energy, the Environment and Natural Resources have power to sit at 5:00 p.m. on Tuesday, June 20, 2000, for the purpose of hearing witnesses for its study of Bill C-11, An Act to authorize the divestiture of the assets of, and to dissolve, the Cape Breton Development Corporation, to amend the Cape Breton Development Corporation Act and to make consequential amendments to other Acts, even though the Senate may then be sitting, and that Rule 95(4) be suspended in relation thereto.

The question being put on the motion, it was adopted.

That the Standing Senate Committee on Agriculture and Forestry have power to sit at 3:30 p.m. tomorrow, Tuesday, June 20, 2000, even though the Senate may then be sitting, and that Rule 95(4) be suspended in relation thereto.

Order No. 1 was called and postponed until the next sitting. Third reading of Bill C-22, An Act to facilitate combatting the laundering of proceeds of crime, to establish the Financial Transactions and Reports Analysis Centre of Canada and to amend and repeal certain Acts in consequence.

The Honourable Senator Kroft moved, seconded by the Honourable Senator Wiebe, that the Bill be read the third time.

After debate, The Honourable Senator Kinsella for the Honourable Senator Tkachuk moved, seconded by the Honourable Senator DeWare, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted. Third reading of Bill C-32, An Act to implement certain provisions of the budget tabled in Parliament on February 28, 2000.

The Honourable Senator Hays moved, seconded by the Honourable Senator Mercier, that the Bill be read the third time.

The Bill was then read the third time and passed.
